UNIQUE IDENTITY..........IS IT REALLY UNIQUE?

for last few months we have been hearing about the unique identity number we may have in next few months or years. the scheme got its promonence by appointment of NANDAN NILEKANI as chairman of the authority entrusted for the job in the rank of a cabinet minister.
why we need a unique identity card? the prrobable answers may be
1. as a nationality card to prove the nationality in lieu of several others being used at different forums for different purposes.
2. as an identity card having basic details for identification of the individual for different purposes.
3. as a card which may contain all relevant informations in digitised form and thus replaces various other cards viz driving license. insurance card, ration card, election id card,MNREGA job card, pf card , esic card..............etc....etc.

we need such a card which establishes our citizenship rights, free us from plethora of cards being used for different purposes and which by use of modern ITC technologies makes the life simple.

is this what authority for unique identity is mandated to achieve?
after going through all the reports in print media in this regard it appears that the authority itself is still to think over the utility of such a card. all we know that it will strive to provide us a card with a unique number having our details and biometrics in chip by mid decade with a direct budget of thousand crores and indirect of more than direct. and we have been told that this card is not meant as a citizenship card, it is not going to replace election photo card or any card whatsoever. after all this exercise invoving millions of employees, what we are going to get is card which will reveal all about us to anyone examining that but does not even establish our right to work under MNREGA or right to food for a BPL family  or right to education. only probable beneficiary seems to be crime investigating agencies.
what is the utility of such a card. i am unable to comprehend.  is govt able?
the authority is placed with planning commission and hence out of perview of any govt deptt and hence out of popular accountability pattern. is not planning  commossion a white elephant already too powerfull in so called democratic governance of ours where the chief ministers are supposed to beg with bowl before deputy chairman planning commission and press is always  pleased to publish it at front page? planning commission is such a holy cow which is not questioned by too eager media of ours which thrives on follies of executive branch of governance.
moreover to gather the raw material for this cards census exercise has been increased manifold to prepare a population register and then photography and digital thumb and finger impression collection.
and such exercise in the country where after 15 years many still have to get a simple election photo card or after 60 years many have to get a ration card.

the statute gaurantees that datas collected during census shall be confidential in nature and even state can not use it against  any individual for what so ever purpose. the proposed card proposes to use the data of national population register and biometric data collected during census. will this be legal?

what transpires by now that the card which can not give you right to ration,job, education, vote or any other right is right away encroaching the right to privacy. the govt machinery will have your photo, your bio metric features. is govt going to play big brother with its citizens? and what about safety of such a vast and important  digital data?
should we remain mum because one of our blue eyed boy is having a rank of cabinet minister?
